I believe this to be Eli the husband of Sue Etta Caudill.

The SSDI for her 22 Apr 1871 - July 1969 died in Clayton,
Ancestry.com has a tree with his children in it

SUE CAUDILL FAMILY
The daughter of John S. and Rebecca
Sturgill Parsons, Sue Etta Parsons Caudill
was born in North Carolina in 1871 and
lived there until she was grown. Following
the death of her husband, George Robert
Caudill, she and her four small children -—
Shelah, Strawcy, Lois and Ruth — moved
to Oklahoma. Here she married George's
brother, Eli, and to this union were born
Chloe, Texie, Marie, Reese, and Iona.
In 1916, the family moved to Union
County, locating south ot Clayton in the
New Home Community. Less than six
months later, Eli died. With the help of the
older children and of God, Sue raised the
younger children and lived to see all of her
offspring grown and married, with homes
and familes of their own. In 1927 Sue moved from
the country into Clayton where she lived until her death.
