Bakersfield City Marshal Thomas Jefferson (T.J./Jeff) Packard and Deputy Marshal William (Will) E. Tibbet were shot and killed in a shootout with outlaw James McKinney and Al Hulse at the Joss House in Bakersfield on the morning of April 19, 1903. McKinney was also killed in the shootout. Deputy Sheriff Tibbet died about an hour after being shot and City Marshal Packard died the following morning. Sheriff Tibbet's brother, Deputy Sheriff Bert Tibbet, shot and killed McKinney. McKinney had been wanted for the July 27, 1902, murder of William Lynn. He had also murdered three other men, one in 1900 and two in 1903. The 1903 murders occurred before the shootout in Bakersfield.
