Isaac Ballinger, a son of Mary (née Sanders) and Samuel Ballinger, III, was born in 1833 in Zane Township, Logan County, Ohio. His Ballinger grandparents, Quakers from New Jersey, were early settlers of that township. Isaac Ballinger's family was enumerated in 1840 in Zane Township, and in 1850 in neighboring Liberty Township, Union County, Ohio.

Isaac "Balinger" and "Elmira" Painter were married on 11 August 1853 in Logan County. The couple were the parents of one daughter and three sons who lived to maturity. In 1860, the Ballinger family was enumerated in Salem Township, Champaign County, Ohio, where Isaac was a farmer who owned land worth $50.

Isaac Ballinger's father Samuel, age 49, enlisted on 28 September 1861 for three years' service, and on 29 November 1861 mustered in with Company K, 42nd Regiment, Ohio Volunteer Infantry (O. V. I.). (Company K was recruited in Logan County.) Private Samuel Ballinger was discharged at Gallipolis, Ohio; the date of discharge is not reported. It appears that Isaac Ballinger took his father's place.

Isaac Ballinger, age 28, enlisted as a private on 20 August 1862 for three years' service and mustered in Company K, 42nd O. V. I. During Private Isaac Ballinger's service, the 42nd O. V. I. fought in the campaign that achieved the surrender of Vicksburg, Mississippi, on 4 July 1863. Because the 42nd O. V. I. had been organized in late 1861 for three years' service, its original members were mustered out in late 1864. Its veterans who reenlisted and its recruits were transferred to the 96th Regiment, O. V. I., which had been reorganized into a battalion of five companies. Private Isaac Ballinger was transferred on 18 November 1864 to its Company E. In March and April 1865, the 96th Battalion, O. V. I., participated in the successful campaign to capture Mobile, Alabama. Private Isaac Ballinger mustered out with his company on 7 July 1865 at Mobile.

In 1870, the Ballinger family was enumerated in Rush Township, Champaign County. Isaac Ballinger's military service had not advanced his economic situation: he was a farm laborer, and reported no land or personal property. He filed for an invalid's pension in 1878. By 1880, the family had moved to Noble County, Indiana, where Isaac Ballinger and his two younger sons were laborers, and by 1900 Isaac and Elimina Ballinger had moved to Chicago, Illinois, where he was a railroad switch man.

Isaac and Elmina Ballinger on 25 October 1910 entered the Illinois Soldiers' and Sailors' Home in Quincy, Adams County, Illinois, where Isaac died on 8 January 1911. "Eliminia" Ballinger filed on 31 January 1911 for a widow's pension. The pension card confirms her late husband's service in "E 96 Ohio Inf" and "K 42 Ohio Inf." Elmina afterwards lived with her son Oliver H. Ballinger in Logansport, Cass County, Indiana, and died there in 1916.
