Frank was born in 1835 or 1836 in Woodhull, New York, to William W. and Christiana Maria (Dekay) Wilkins. When he was a child, he travelled by covered wagon to Rock County Wisconsin. He described himself as "New Jersey Dutch." He was the brother of Mary, George, Harrison, Horace, Bradford, and Harriet.

He married Elenor Lagrange in Rock County in 1858. Their children were Grant, Nettie Dell (Robinson, Barraige) Lillie Belle (Brown, Dykeman), and Frances (Wheeler). He also helped raised his orphaned grandchildren, Nettie (Evans) and Willard Brown.
