Waters died at the Boston Veterans Hospital.

While living in Rye, N.Y. he was active in Christ's Church where he was a member of the vestry & a teacher in the Sunday School. He was also active in the Boy Scout's and in the Midland School PTA. In Mass he was president of Kellogg Machine Sales Co. of Boston. He was previously associated with the Universal Winding Co. of Cranston, R.I. for thirteen years, and with the Reece Corp. of Boston for five years.

He was educated in the Noble and Greenough School, Boston, and Harvard University from which he graduated in 1934. At Harvard he was a member of the Owl and Hasty Pudding Clubs.

He was a veteran of World War II and was a lieutenant commander in the U.S. Navy Damage Control Office serving in both the Atlantic and Pacific theaters for five years.

His wife was the former Juliet Richardson who served on the Midland School PTA as chairman of the membership committee. He had two sons: Charles Wetmore and Gardner Perry Kellogg, & a daughter Elizabeth Waters Kellogg, all of Andover, Mass.
