US Senator. Born in Mercer County, Ohio, he was employed as a newspaperman in Sioux Falls, South Dakota when he was admitted to the South Dakota State Bar Association after studying law. He served a term in the South Dakota State Assembly before working for the United States General Land Office. Stationed first in Spokane, Washington, then Helena, Montana, he was appointed in 1907 as the General Land Office's Chief of Services in Washington, D.C. Performing that duty until 1910, he then resided in Casper, Wyoming, where he established a law practice. After unsuccessfully running for United States Senator in 1930, he served a term in the Wyoming State Senate from 1933 to 1935. In 1936 he was elected as a Democrat from Wyoming to the United States Senate, and served a single term from 1937 to 1943. Unsuccessful in an attempt to be re-elected in 1942, he served four years as a member of the National Mediation Board before returning to Casper to resume his law practice. He passed away there in 1955.
