US Senator. After serving in the Civil War in the 39th Regiment, Wisconsin Volunteers, Quarles graduated from the University of Michigan. During the 1870's and 1880's, he practiced law in Kenosha and Racine, Wisconsin and became active in local politics, serving as district attorney of Kenosha County, mayor of Kenosha, a State assemblyman, and State senator. After relocating to Milwaukee, he was elected as a Republican to the United States Senate in 1898. He served in that post for one term from 1899 to 1905, and was not a candidate for reelection. President Theodore Roosevelt appointed Quarles to the position of United States district judge for the eastern district of Wisconsin in 1905, where he remained until his death at age 67.
