Son of Mary F. Quinn (b. Aug 7, 1867, d. aft. 1930) and William Nicholas Voegtly, Sr. (b. Jan 23, 1860, d. Nov 4, 1928).

The Voegtly family was associated with the "Voegtly Church" (German Evangelical Protestant), having donated the original land for the site of the church in what was then Allegheny City, PA. The church was completed in 1834.

Brother to Gertrude Olivia (b. Jul 13, 1889, d. 1951, married Charles Seel and later, Floyd E. Miller), Mary (b. May 11, 1892, d. Jul 27, 1893), Chester Arthur (b. Oct 11, 1895, d. Apr 20, 1975) and Virginia Adelia Voegtly (b. Jan 11, 1900, d. Sep 1, 1970, married Calvin Milarr and later, William Friskey).
