Only child of Col. Charles Henry Morrison (commander of the 31st LA Infantry during the Civil War, also Speaker of the House for the Lower house of the Legislator) and Frances M. "Fannie" Farmer (Daughter of William Wood Farmer, Sr., Lieut. Gov. of Louisiana). He was born in Monroe, LA and was christened by Rt. Rev. Bishop Wm. F. Adams at the family residence May 18th, 1876 according to an online transcript of the Farmer Family Bible. He would be orphaned at only eight months old (See his uncle William Wood Farmer, Jr.'s obituary for a mention of Morrison). His aunt Carolyn K. Morrison Purvis took him in and raised him.

He was appointed to Annapolis Naval Academy from Helena, AR and graduated #6 in his division (Engineering) in 1899.

He married Marie Gatewood, A D.C. native. They would have five children:
William F., Francis G., James B., George R. and Virginia Duncan Morrison.

Morrison enlisted in the US Navy September 6, 1895, serving during the Spanish American War and World War I. He retired September 29, 1921 with the rank of Lieut. Commander.
