Thomas Holme was Pennsylvania's first Surveyor-General. He was an English born member of the Society of Friends who fought in Ireland with Cromwell's Parliamentary army with the rank of captain. He met William Penn in Ireland, who appointed him surveyor-general of the tract of land that had been granted to Penn and became the province of Pennsylvania. Holme laid out the plan for the city of Philadelphia and produced the first detailed map of the province and in 1683, a map of the city.
