Prior to his birth, CPS received a referral from a hospital social worker stating the mother tested positive for cocaine in the third trimester of her pregnancy.
Rafael Arechiga Gomez was born on August 7th, 2001 in the back of a car with drugs in his system to Maribel Gomez and Jose Arechiga. He was full term weighing 7 pound, 2 ounces. At the time of his birth he tested positive for cocaine and methamphetamine.
When he was discharged from the hospital he was placed in foster care for the first 10months of his life.

During his short life while in his parents' care Raffy suffered serious physical injuries including broken bones, skull fractures and burns. He had been removed from his parents home and placed in foster care only to be returned to his parents' home.

Rafael passed away on September 10th, 2003 in Spokane Washington, six months after DSHS returned him to the care of his biological parents. His death was listed as a homicide from Blunt Force Trauma to the Head.

His mother had since been convicted of his murder.
