William married first wife Barbara Ann Wilkinson on October 22, 1865. He married his second wife Mary F Lowery in 1902.

William B. Blacka, 71 years old, a veteran of the Civil War, died Wednesday evening at his home at Pechin of pneumonia. The funeral will be from the house Saturday afternoon at 2 o'clock. Rev. D. E. Minerd of Dunbar will officiate. Mr. Blacka was a member of the William F. Kurtz Post No. 104, Grand Army of the Republic, of Connellsville and was widely and favorably known at Pechin and vicinity. He is survived by his widow, three children, Samuel and Alfred Blacka and Mrs. Ella Kelly, and one sister, Miss Anna Blacka, all of Dunbar.
