Joan Marie Harrigan was born in Clayville, NY, on February 11, 1922, the younger of two daughters born to James Michael Harrigan and Flora Rita (Palmetier) Harrigan. Her family moved a number of times in her childhood as her father took various jobs; eventually, the family settled in Seneca Falls, NY. She attended St. Patrick's School and Mynderse Academy. After high school graduation, she attended the Crouse-Irving Hospital School of Nursing. During World War II, she joined the Army Nurse Corps as a second lieutenant, and served on the hospital ship Acadia in the Pacific theater.

After the war, she returned to Seneca Falls, married Joseph Benedict Shinal, and raised two children, daughter Dawn Marie and son Paul Joseph. She worked as a nurse in Seneca Falls Hospital and, later, as nursing supervisor at Taylor-Brown Memorial Hospital in Waterloo, NY. She died at age 87 on March 4, 2009, at Clifton Springs Hospital, from heart failure following hip replacement surgery. Proud of her Irish heritage, her life was dedicated to her God, her church, her family and her friends, all of whom she served tirelessly and faithfully.
