Arthur was the youngest of two children (and only son) born to Hartman Dally Shoup and Alwilda Bowsher. He married Blanche Richardson (daughter of Noah Richardson and Iola Goff) on 30 Mar 1927 in Gary, Lake County, Indiana. They had one daughter named Phyllis Joy.
