** COL (Ret) James Charles Tincher, III **

COL (Ret) James Charles Tincher III, 52, of Lawton, died Wednesday, November 11, 1992 in a Fort Sill hospital after a sudden illness.

He was born June 16, 1940 in Morganton, Burke County, North Carolina and was the son of Beulah Harris Tincher of Kingsport, Tennessee and the late James Charles Tincher, Jr.

He was a graduate of Lynn View High School, Kingsport, Tennessee and East Tennessee State College where he received BS degrees in engineering and biology.

He married Dina Winstead on December 17, 1966 in Albuquerque, New Mexico.

In the early 1960s he commanded the 98th AG Brigade at Fort Sill.

COL Tincher served at Headquarters, 8th Infantry, Division in Germany, where he served as Chief, Personnel Actions Branch. In Sandia, New Mexico, he served as Assistant Chief, Publications Branch, of the field command, DASH Adjutant General Section. Upon completion of his tour of duty with NATO Forces, he was awarded the Army Commendation Medal.

In 1987, he returned to Fort Sill where he served as the Director of Personnel and Community Activities until 1989. He was responsible for the well-being of military families which included child development programs. During his tenure as director, he was personally involved in all aspects of family support. He was especially concerned for the welfare of children and he was the driving force behind the approval and subsequent funding of a new child care facility at Fort Sill. Tincher Child Development Center was named in honor of COL Tincher for his outstanding contributions to the Fort Sill community.

He retired April 1, 1989 at Fort Sill, after 27 years of service. He was a Vietnam War veteran.

The funeral was Friday, November 13, 1992 in Becker Funeral Home Memorial Chapel. Burial with military honors was at Fort Sill Cemetery.

In addition to his mother, COL Tincher was survived by his wife, Nadine "Dina" Winstead Tincher of the home; a son, James Charles Tincher IV, Oklahoma City; two brothers, Wayne Tincher and Carl Tincher, both of Kingsport, Tennessee; and two sisters, Laura Tincher Frazier and Linda Tincher Nichols, both of Kingsport, Tennessee.
