Naval service during World War I

December 1918 - September 1954 employed with Bureau of Internal Revenue, presently the Internal Revenue Service.

His influence on the development of the income tax as primary source of revenue gave rise to his promotion to Assistant Commissioner of Internal Revenue (1952-1954)

Recipient of the Gold Medal Award from the Secretary of the Treasury, 1954.

September 1954 he started his second career as a professor at the Law School at William and Mary.
