Retired Naval Reserve Captain Trist Bringier McConnell, a civilian engineer and former mayor of Williamsburg, Va., died Sept. 8, 2005, at age 83.

In 1987, Mr. McConnell retired as the Technical Director of the Naval Mine Warfare Engineering Activity, Yorktown, Va., capping a 38-year career. For his achievements, he was presented with the Navy Superior Civilian Service Award.

The following year he won election to the Williamsburg City Council, serving eight years, the last four as mayor. During his tenure he championed open, participatory government, preservation of neighborhoods, education and the environment. He counted as primary achievements the vote to prevent the opening of a Wal-Mart store inside the city and the successful lobbying of the state, blocking a proposed bridge at Jamestown.

Upon his retirement from office, he chaired Williamsburg's 300th Anniversary Celebration Commission and was a founding chairman of the Greater Williamsburg Community Trust. Additional community endeavors included his advocacy for a performing arts center and a botanical garden. The Williamsburg Chamber of Commerce recognized his public service with the Roll of the Drum Award. The College of William and Mary named him their 1999 recipient of the Prentis Award.

Active in community affairs, he was president/chair of the Public Library Board; Friends of the Public Library; the Board of Directors of the Friends of the National Park Service for Greensprings, Inc.; PTA Council, Coalition for Quality Growth, Regional Issues Committee and Williamsburg Rotary Club; and was a member of the Board of the Friends of the Earl Gregg Swem Library, College of William and Mary. Mr. McConnell was also a founding member, trustee and lay leader of St. Stephen Lutheran Church.

The son of Samuel Logan and Suzanne Bringier McConnell, he was born in 1922, and grew up in Monroe, La., where he relished outdoor life -- especially hunting and fishing on the Ouachita River. In 1943, Mr. McConnell graduated from Tulane University with a degree in Electrical Engineering. After graduation, he served in the Navy, captaining a PT boat assigned to patrol the Solomon Islands during World War II.

Trist is survived by his wife of 58 years, Helen Strickler McConnell; his children, Suzanne Baggett and her husband, Joseph, of Herndon, Va., Bringier McConnell and his wife, Sally, of Williamsburg, Sarah McConnell and her husband, Robert Gibson, of Charlottesville, Logan McConnell of Alexandria; seven grandchildren, Merritt Baggett, Graham Baggett, Helen Gibson, Logan Gibson, Stella Gibson, Cole McConnell and Adele McConnell; and two sisters, Mary McConnell Sherrouse, of Waveland, Miss. and Stella McConnell Faris, of New Orleans.

A service of thanksgiving will be held 11 a.m. Monday, Sept. 12, at Bruton Parish Church. In lieu of flowers, memorial contributions may be made to Hospice House and Support Care of Williamsburg, 4445 Powhatan Parkway, Williamsburg, VA 23188.
