U.S. Congressman. Moving to Ohio, he studied law, he was admitted to the bar in 1896 and commenced to practice law in Dayton, Ohio. During World War I, he served as Captain in the 329th Infantry, Headquarters Company, American Expeditionary Forces, (1917-19). Remaining in the U.S. Army Reserves, he was commissioned a Lieutenant Colonel of Infantry and was a delegate at the conferences of the Interparliamentary Union at Paris, Berlin, Geneva and London. In 1921, he was elected as a Republican to the Sixty-seventh Congress and to the next four succeeding Congresses, serving until 1931. An unsuccessful candidate for reelection, he resumed the practice of law and later died in retirement at age 87.
