The next year, Gurney was the Wage Adjustment Examiner in the Southern District of California for the United States Shipping Board. At the same time he served as Chairman of the Los Angeles Chapter of the American Red Cross. He was selected as the Deputy Commissioner for the Red Cross to France in 1919.
