Clarke was born in Martinsville on June 19, 1927, to Joseph Clarke and Frances Thomasson Clarke. In addition to his parents, he was preceded in death by his first wife, Frances Hardy Clarke; sisters, Nell Wade, Elizabeth Gilson and Edna Phillips; and a brother, Herndon Clarke.
He served in the Navy during World War II and retired as postmaster from the U.S. Postal Service with more than 30 years of service.
He performed with his band at various venues, including nursing homes and day care centers, and did volunteer work at Memorial Hospital in Martinsville. He also served on the board of the Martinsville Adult Daycare Center.
He was a member of McCabe Memorial Baptist Church in Martinsville.
Surviving are his wife, Lottie Dudley Clarke of the home; a daughter, Kimberly Clarke Diachenko of Greensboro, N.C.; a son, William "Billy" Riley Clarke Jr. of Richmond; a brother, Champ Clarke of Martinsville; two granddaughters; four grandsons; a stepdaughter; Susan Webb of Eden, N.C.; and a stepson, Jerry Dudley of Lynchburg.
