Nelson I. Crowther Jr., 76, who retired in 2007 as general counsel of the U.S. House of Representatives Small Business Committee, died May 21 at Inova Alexandria Hospital. He had pneumonia.


Mr. Crowther moved to the Washington area in the late 1960s as an aide to Arthur Fletcher, assistant secretary in the Labor Department. Mr. Crowther served as counsel at the Federal Home Loan Bank Board and for Amtrak before becoming a program manager at VSE, a government contractor in Alexandria.


In 1988, Mr. Crowther joined the successful presidential election campaign for then-Vice President George H.W. Bush and worked in the ffice of general counsel for the Department of Defense from 1989 to 1992.


In the 1990s, Mr. Crowther worked for Sen. Dave Durenberger (R-Minn.) and Rep. Roscoe Bartlett (R-Md.) before becoming general counsel and staff director for the Small Business Committee.


Nelson Ingraham Crowther Jr. was a native of Newton, Mass., and a 1956 graduate of Yale University. He then served in the Navy before graduating in 1962 from Cornell University's law school.


Survivors include his wife of 47 years, two children, a sister, and four grandchildren.
