US Congressman. Graduated from the Cincinnati Law School in 1890, was admitted to the bar that same year and commenced practice in Marion, Ohio. He was prosecuting attorney of Marion County, 1893 to 1896 and delegate to many State conventions. He was elected as a Republican to the Fifty-ninth and Sixtieth Congresses, March 4, 1905 to March 3, 1909 and a delegate to the Republican National Convention at Chicago in 1908. In 1909 he resumed the practice of law in Marion and served as judge of the court of common pleas of Marion County, 1916 to 1925. He retired form the court system and the practice of law in 1935. His son Grant Mouser Jr. was also a US Congressman.
