David Ransom WALKER David was born February 14, 1932 in Oak Park, IL to Frederick Mitchell Walker and Maude Olson. He died April 21, 2008 in Seattle, WA following a lengthy illness. After high school, David served 3 years in the US Army, attaining the rank of corporal, then went on to college. He received his BA from the University of WA in 1960 and worked as an insurance adjustor in Skagit County, WA before joining the Office of Insurance. He was a Deputy Commissioner over consumer affairs and focused on health insurance for senior citizens. In 1977 Dave founded SHIBA and trained senior volunteers to counsel their peers on Medicare and long-term care issues. He was a prolific public speaker on his pet project. SHIBA was adopted by other States and still serves consumers in WA today. When David retired from the OIC, he had his own business, David Walker Professional Seminars. He taught thousands of insurance agents around the Northwest gaining a wide following and many new friends who remember him as intelligent, knowledgeable, witty and engaging. David was predeceased by his brothers, Blake and Paul. He is survived by his daughter, Harriet Louise Walker Ives Karow, son-in-law, Martin William Karow; and granddaughter, Mathilda Luisa Karow of Melbourne, Australia; and step-son, Roger Miller; and family of Auburn, WA as well as many nieces and nephews.
