Mayor of Washington, DC. It is believed he was born in Virginia and married Virginia Flood, also of Virginia. After owning a grocery store and investing in real estate, in 1813 he became a contractor providing supplies to the army. He was elected the fourth Mayor of Washington DC by the city council in 1817 and served two terms during the presidency of James Monroe. During his time as Mayor he worked to complete various public improvement projects, such as street grading, and he was instrumental in establishing Washington DC's first volunteer fire companies. Benjamin Orr Elementary School in Washington DC is named for him.
