Frank was the son of Benjamin Burton Wolfe and Mary Catharine Robinson of Sussex County, Delaware. Benjamin and his wife Myrtie had nine children.

He served as the Acting Mayor of Williamsburg.

He was President of the City Council.

Frank was elected as the Worshipful Master of the Williamsburg Masonic Lodge No. 6, it's highest honor.

He was the proprietor of the Palace Movie Theatre. The first moving picture house in Williamsburg.

He served as the Coroner.

He was the owner and operator of the City Meat Market on Duke of Gloucester Street where he introduced the citizens of Williamsburg to exotic meats.

He appeared in a number of theatre presentations, both musical and drama in leading roles.

Frank was on the Board of Director's in various banks and businesses throughout Williamsburg.

Frank was appointed Chairman of Cedar Grove Cemetery, where he initiated many improvements.

Frank was elected President of the Ft. Magruder Fishing Club.
