He worked at the General Accounting Office, part of the U.S. Congress, at the time of his death and had been there since it was established. Prior to this he was a civilian staffer with the U.S. Marine Corps and went with a detachment on the Vera Cruz expedition of 1914. He was the son of Josiah Carter, a newspaperman in Atlanta, Georgia, which is also where he was from. He left behind a mother and 2 brothers in Atlanta and 1 sister, Mrs. A.H. (Carter) Ulm in Washington, D.C. who died in 1953, (Find A Grave Memorial # 49330068). Some reports say he was divorced while others say he was never married.
