Beulah Elba Miller was born 26 July 1910 in Elm Mott, Texas, near Waco. She was the daughter of Alice (Allie) Rainwater and Jesse "Jack" Miller, a very successful farmer. Her mother was purported to have Cherokee heritage, was tall and erect with flawless complexion and jet black hair to the day she died. Elba inherited her good looks and always looked years younger than she was.

Elba and her first husband, Byron Brown, married in 1927 and had 4 daughters -- Peggy Loweene, Betty Inez, Ruth Joyce, and Elba Jeanette. After he died at age 27 and left her with 4 small children, she worked at the plate glass plant in Waco, near the Veterans Hospital. Later she purchased a house in Texas City which, unknown to her, had been occupied by a woman with tuberculosis. After moving there, hoping to support and be home to mother her children by running a boarding house, Elba became ill with tuberculosis and was forced to leave her youngest two children at Waco's Methodist Orphanage for a while; the older girls were too old for the home and had to stay temporarily with Elba's family. She recovered in a tuberculosis sanitarium near Big Spring, Texas and was eventually able to retrieve and rear her children in Texas City, Texas. Elba later remarried and had a fifth daughter, Julia Nell Burns.

Elba had some very rough years as a young woman with children to rear and entered a succession of unhappy marriages. She was a strong woman who refused to be mistreated and on at least one occasion took rather drastic measures when one of her husbands was mistreating one of her daughters. She poured hot grease down his back and then divorced him.

Elba's last husband, Lynn Downs, adored her and treated her well. He was a pilot and flew quite often to Europe, taking Elba with him on several occasions, allowing her to enjoy Italy and several other countries. Elba was devastated when he died of a heart attack minutes after falling into the pit at a Jiffy Lube. She cremated his remains and buried his ashes near the double tombstone in Moore Cemetery which she would one day share with Byron Brown.
