James F. Groves was a police officer with the U.S. Park Police in Washington, DC when he died in the line of duty. While on motorcycle patrol in Rock Creek Park on January 28, 1933, his motorcycle was struck from behind by a car. He was transported to Walter Reed Army Hospital, where he died the same day. The three occupants of the car were charged with manslaughter. He was survived by a wife and 8 children.
