Robert E. Wiss, 66, a judge on the Military Court of Appeals in Washington, D.C., who had practiced law in Chicago for more than three decades, died Monday in Sibley Memorial Hospital in Washington. "He was a remarkable appellate lawyer," said Thomas A. Foran, his law partner at Foran, Wiss & Schultz for 30 years. "He became a remarkable appellate judge." As an attorney, he represented various public agencies in the acquisition of property for the Stevenson Expressway, the Metropolitan Water Reclamation District, school districts and municipalities. He was appointed to the five-judge Court of Appeals by President George Bush in 1991. Judge Wiss was in the Navy during the Korean War and attained the rank of rear admiral in the Naval Reserve.
