Per the 1875 Hampshire County, West Virginia "Register of Births," Etta was born March 19, 1875 and is the daughter of Miss America Herbaugh and an unknown father. She was raised by her maternal-grandparents, John W. and Harriet (Grapes) Herbaugh, in Hampshire County, West Virginia.

Etta married widower, Mr. Dora Dawson Taylor, on January 25, 1899 in Hampshire County, West Virginia and became step-mother to Dora's 5 year old son, Earl "Frank" Taylor. Together, Etta and Dora had 9 children of their own and remained together until Dora's passing in 1940.
