Dora was born in the Romney Post Office district of Western, Hampshire County, Virginia just before the area split into the new state of West Virginia (1861-1863). For unknown reasons, Dora was nicknamed "Nicholas" as a child.

On June 24, 1893, Dora married Jemima Catherine Thompson in Hampshire County, West Virginia. Together they had 2 children, Earl Franklin Taylor in 1894 and an unnamed stillborn son who was delivered on December 17, 1897. It was the delivery of this child that took the life of his wife, Jemima, a few days later.

Dora then married Etta Virginia Herbaugh on January 25, 1899 in Hampshire County, West Virginia. Together they had 9 children, one of which was named "Jemima Catherine" in honor of his first wife. Dora and Etta remained together until Dora's passing.
