Former Vice-President of the Labour Office of the Apostolic See and Archbishop of the Titular See of Aquaviva, Monsignor Giovanni De Andrea was born in Rivarolo Canavese, Province of Turin, Italy, on April 22, 1928, and was ordained to the priesthood for the Diocese of Ivrea at 23 years of age on June 29, 1951.

Entering the Diplomatic Service of the Holy See in 1975, De Andrea was named Apostolic Delegate to Angola on April 14, of that year by Pope Paul VI, receiving his episcopal consecration with the Titular Archbishopric See of Aquaviva on May 11, from Cardinal Jean Villot, assisted by Archbishops Giovanni Benelli and Bernardin Gantin.

Named Apostolic-Pro Nuncio in Iran on January 26, 1983, he was successively appointed Apostolic Delegate to Libya, as well as Pro - Nuncio in Tunisia and Algeria on November 22, 1986. At 61 years of age, he was named Vice-President of the Labour Office of the Apostolic See on August 26, 1989, retiring from Office at 79 years of age on October 13, 2007. On September 20, 2001, he conferred the Episcopal Consecration to his younger brother, Monsignor Giuseppe De Andrea, as Archbishop of the Titular See of Anzio.

Between 1993 and 2003, he furthermore served as President of the Administrative Council of the Libreraria Editrice Vaticana. Grand Prior of the Lieutenancy for Central Italy and Sardinia of the Equestrian Order of the Holy Sepulchre of Jerusalem, the Archbishop passed away in Rome on Thursday, January 19, 2012, aged 83.

Laid out in state at the Chiesa di Santo Stefano degli Abbissini inside the Vatican City on Friday, January 20, between 12 noon and 17 hrs., his funeral Mass was celebrated inside St. Peter's Patriarchal Vatican Basilica on Saturday, January 21, at 10 am., presided by Cardinal Angelo Sodano, with Cardinal Giovanni Battista Re and the late Archbishop's blood brother, Archbishop Giuseppe De Andrea acting as concelebrants. The Requiem Mass also saw the participation among others of Cardinals Walter Brandmüller, Agostino Cacciavillan, Giovanni Coppa, Paolo Sardi, Andrea Cordero Lanza di Montezemolo, Carlo Furno, Jean Louis Tauran, Archbishops Dominique Mamberti and Edwin Frederick O'Brien together with various other prelates of the Roman Curia.

At the end of the celebration, Archbishop De Andrea's body was transferred to his native Rivarolo Canavese, where he was again laid out in state at the Chiesa di San Rocco on Sunday. Following the celebration of another Funeral Mass, held at the Chiesa di San Giacomo Apostolo on Monday, January 23, at 11 am., the Archbishop was laid to rest in the local cemetery.
