James S. McAuliffe Sr, 89, a superintendent of the Montgomery County MD police department from 1955 to 1971, died Oct 31, 1996. He had a heart ailment.

He instituted in-service training for police and was among the first chiefs to require members of the force to take college courses. Today, ranking officers in Montgomery must have bachelor's degrees to be promoted. Col. McAuliffe himself had gone only through the 10th grade at McKinley Technical High School in Washington.

He was the 11th police officer hired by the Montgomery department, which was formed with nine officers in 1922 to assume the enforcement functions of the sheriff's office. The county, nine times the size of Washington geographically, had only 40,000 residents at the time. By the time Col. McAuliffe was named superintendent, there were nearly 250 officers and 350,000 residents.

At a time of civil rights and anti-war demonstrations, and when police nationwide were being accused of harassing activists, Col. McAuliffe "mandated that you treat everyone the same," said Norman A. Balderson, a retired police lieutenant who was deputy commander of the Wheaton District and chairman of Montgomery County Crime Solvers. But civil rights activists, including members of the county branch of the NAACP, charged in the early 1960s that black county residents were being subjected to police brutality. A grand jury looked into the allegations and found them without merit.
