Charles was the son of Samuel Lewis Browning and Martha "Patsy" Eubank. He married Lora Ada McMillin, daughter of John Wesley McMillin, on October 6, 1881, and they had 2 children: Walter, b. 1884, and Ruby Maye, b. 1886. Lora died Jan 9, 1889 and was buried in the McMillin Cemetery. He married Amanda Read in 1891.
