Member of the Russian Parliament (State Duma of the Russian Empire] from the province of Kiev. Born into the family of the hereditary nobility of Kiev province, the court counselor. He graduated from the Kiev school of Law Faculty of Kiev University (1896). He served in the military service of the 5th Artillery Brigade, stationed in Berdichev. He served in the Office of the Kyiv Court of Justice. In 1898-1912 the district magistrate and the Kiev Berdichev world's judicial districts, while an official of the Ministry of Justice. From 1912 an honorary magistrate court of Kiev region of the world. He actively participated in the creation of zemstvo self-government in the South West region. He owned a house in Kiev and family name in the province of Kiev. In 1912 he was elected in the 4th Duma. He was a Russian nationalist and moderate right-wing faction in August 1915, the Progressive Nationalist group. Member commissions on public education, the judicial reforms, the management, the Mandate for the consideration of the bill on mandatory law of the patrimonial Statutes (secretary), the budget for the consideration of legislation to replace the easements in Warsaw General-Governorship in Chelm province, to discuss the desirability of legislative proposals on co-operative societies and their unions, lines of communication. Member of the Commission on judicial reforms, and a member of the Progressive Block. During the 1st World War, a member of the Committee to supply free clothing soldiers discharged home from all medical institutions in Russia. After October 1917 he emigrated to France.
