Billy was born in Muskogee, Oklahoma. The family moved to Picher, Oklahoma about 1924 where his mother, Bertha Jane (Luton) opened a restaurant. Picher was a lead & zinc mining town. In the early to mid 1930s the family left Picher because of the "mine riots" and came to California.

Billy is interned in the East end of the Fern Corridor in the Mausoleum on top of the hill in the southern portion of the cemetery.
