He had retired from active duty March 6, 1987, and his last duty assignment was as United States property and fiscal officer for the state of Wyoming.
Robert was born Sept. 7, 1927, on a ranch northwest of Fort Laramie to Robert D. and Laura (Hazelwood) Latta. He attended the Wilson school in that area before moving to Torrington and graduating from Torrington High School.
He served in the U.S. Navy during World War II and witnessed the unconditional surrender of the Japanese in Tokyo Bay on Sept. 2, 1945. Upon discharge, he returned to Torrington and remained in the Naval Reserve until joining the 960th mm company in Torrington.
He rose from Private to Captain, commanding the unit. He worked many years in Camp Guernsey. Robert transferred to the 102nd Engineer BN and served at Fort Lewis, Wash.
He spent the remainder of his career with the Wyoming National Guard, spending two tours at the Pentagon in Washington, D.C.
Robert was a member of Cheyenne Acacia Lodge No. 11, life member of the Cheyenne Shrine Club, Shrine Legion of Honor, Elks Lodge No. 660, life member of American Legion Post 5, life member of V.F.W. Post 1881, life member NGB Alumni Association, charter member PGA Tour Partner Club, charter member World War II Memorial, Moose Lodge 664, Cottonwood Country Club and life member of the WYNG Association. Robert enjoyed his family, golf, pool, fishing, hunting and life.
He was preceded in death by his wife of 25 years, Marion; his parents; twin brothers; and a sister, Roberta. He was also preceded in death by a cousin, Marvin Millgate on Jan. 6, 2012.
He is survived by his sons, Jon Latta (Jessie), of Glendora, Calif., and Jay Latta (Nadine), of Cheyenne; daughter, Jan Pierson (Stuart), of Cheyenne; five grandsons, David Latta, Michael, Trey, Alex and Mathew Pierson; stepdaughter, Rene Rohr (Harry), of Cheyenne; stepson, Gary Carter (Sue), of Antioch, Calif., and many cousins, nephews, and nieces.
Memorial services will be at 1 p.m. Thursday, Jan. 12 with Wiederspahn-Radomsky Chapel with Rev. Bob Garrard officiating.
Honorary pallbearers will be Jon Latta, Jay Latta, Stuart Pierson, Dick Backman, Jim Ward and Derald Page.
Military honors will be provided by the American Legion Honor Guard.
