Born at Wayne, Clinton County, January 20, 1820; studied law with James Gamble at Jersey Shore; admitted to Clinton and Lycoming bar (1841); state Senate, 1853-1855; appointed by President James Buchanan as American Consul to Antwerp during the Civil War, where he attempted to persuade Gen. Guiseppi Garibaldi to command military operations for the Lincoln administration; a plan aborted by early 1863. He returned to Clinton County where he served as deputy attorney general
and later, prosecuting attorney. James died on November 28, 1878.
