Charles S. Welch was the eldest son and second child of Frederick "Zadock" Welch and his wife Elizabeth (Daniels) Welch of East Providence Township, Bedford County, Pennsylvania. Charles's family had already been residents of Bedford County for multiple generations before his birth. Both of his grandfathers are officially listed as Patriots of the American Revolution, from Bedford County, with recognition by The Daughter's of the American Revolution and formally acknowledged as American Patriots. Charles's two grandfathers also lived until the 1840's when Charles was in his thirties, a rare occurrence in that day-and-age. Charles was actually 40 when his grandfather Daniel Daniels passed away in 1849. Both men he knew well with his Grandfather Welch serving as a Justice for the County for nearly 50 years.

Charles remained living with his parents until he married at the late age of 37. He and wife Sophia Winter would have 10 children together, mostly daughters. He died after 37 years of marriage to Sophia. Three years after Charles's death Sophia remarried. However, she is still buried in the same cemetery. Additionally, Charles's youngest brother Nathan Welch is also buried in this same Whitfield cemetery as is Charles's son Millard Filmore Welch, who died at the early age of 32 in a train accident.

Two of Charles's siblings, older sister Mary Welch (b. 1808) and younger brother Dennis Welch (b. 1820), are without memorials on Find a Grave. His younger brother David who moved out west to Henderson County, Illinois and was killed as a Constable, in the line of duty, and also his two youngest brothers who were significantly younger, Jonas and Nathan Welch, each have memorials.
