Mr. Dowding, an employee of the Department of Public Works many years, was born in Otisco, the son of Mr. and Mrs. James Dowding, who came there from England. He had been a resident of Syracuse 27 years, coming here from Cortland. Mr. Dowding resigned in June of last year as Ward Republican chairman. He was active in the Republican Club and was a member of the Lafayette M. E. Church.
Surviving are his wife, Mrs. Nora (Walter) Dowding; two daughters, Mrs. Edward (Dowding) Seamans of Cortland and Mrs. Maude (Dowding) Snyder of Syracuse, a son Walter Dowding of Syracuse; a sister Mrs. Martha (Dowding) Burroughs of Vesper and a brother Charles Dowding of Tully. 11 grandchildren and five great-grandchildren.
Note - He was predeceased by a son Vernon Dowding.

The caretaker confirmed that Franklin and Elnora are buried in Section 3, lot 41 next to Vernon Dowding, but there are no headstones.
