Charles was the only son of Dr. Daniel C. & Mary (Lynch) Louchery. He graduated from WV Wesleyan College in 1907, from WV Univ. with a B.A. in 1910 and a LL.B. in 1911, and from Univ. of Wisconsin with a LL.B. in 1913. He practiced law in Clarksburg, WV where he married Mildred B. Lamberd on May 24, 1917.
