Bill was a miner. He was first married to Laura Ethel Fisher on March 27, 1907 in Monroe County, West Virginia.

After Laura died, Bill remarried to Lucinda Florence Williams Kincaid on May 1, 1919 in West Virginia. Lucinda was previously married to J. Edgar Kincaid on December 25, 1911 in Summers County, West Virginia and had children Nina and Delmus Kincaid. Edgar died on December 24, 1913 in Fayette County, West Virginia.

After Florence died, Bill remarried to Julia Ann Dillon Boblett on January 9, 1958 in Charmco, Greenbrier County, West Virginia. Julia was previously married to Clem Smith on September 9, 1911 in Blocton, Mingo County, West Virginia and had children Oscar, Nancy J., William Lester, Opal M., and Helen Smith. After Clem died in 1938, Julia remarried to Clyde Estle Boblett on October 13, 1945 in Man, Logan County, West Virginia.

His grandsons were Sgt. Fred Alexander Ratliff and William Paul Ratliff, Jr.
