Born in North Union Township he studied at Madison College and for a short time with Hon. Andrew Stewart. He finished his studies with Judge John K. Ewing and was admitted to the bar in 1859.


Shot and killed by George Frederick at the Stewart Iron Company's works near Uniontown. It occurred in Frederick's shanty; Frederick claimed self-defense. Gallagher was in Uniontown and got intoxicated. When he started home he came to Frederick's house, thinking it was the house of his friend John King. In the scuffle a gun was pointed at Gallagher, who grabbed the weapon. It went off, shooting Gallagher in the groin. He died shortly after help arrived. Frederick was arrested and later acquitted on the grounds of self defense.
