Frank served as a Private First Class, Company F, 262nd Infantry Regiment, 66th Infantry Division, U.S. Army during World War II.

He resided in Queens County, New York prior to the war.

He enlisted in the Army on March 10, 1944 at Camp Upton, Yaphank, New York. He was noted, at the time of his enlistment, as being Single, without dependents.

Frank was declared "Missing In Action" when the S.S. Léopoldville, on which he was a passenger, was torpedoed and sunk by the German Submarine U-486 while sailing between Southampton and Cherbourg during the war.

He was awarded the Purple Heart.

Approximately 763 soldiers were killed in this attack along with 56 crew members of the Léopoldville.
