U.S. Congressman, U.S. Senator. He attended the University of Virginia, studied law in Georgia, was admitted to the bar in 1882, moved to the Territory of Washington in 1885 and commenced the practice of law in Seattle. He served as a member of the Washington Territorial legislature (1887-88) and was elected as a Democrat to the Fifty-fifth Congress, serving 1897-99. During the Spanish-American War, he served in the U.S. Army as Inspector General with rank of Colonel in Puerto Rico. After the war, he moved to Chicago, Illinois, in 1903, resumed the practice of law and was on the corporation counsel for Chicago (1905-07). In 1913, he was elected as a Democrat to the U.S. Senate, serving until 1919. An unsuccessful candidate for reelection, he practiced international law and was again elected as a Democrat to the U.S. Senate in 1930 and served until his death. In honor to him, his funeral services were held in the Chamber of the United States Senate. His original interment was in the Abbey Mausoleum, adjoining Arlington National Cemetery, Virginia. When the Abbey Mausoleum was demolished in 2001, his remains were moved to an unknown location.
