Ernell Vernon Rhea was born on 30 Mar 1900 in Williamson County, Texas, to Albert Earl Rhea and Delia (Inman) Rhea. His siblings were Erma, Earl Paul, Ima, Elzie Denmon "Ed", and Gladys Beulah.

Ernell married Elsie Baldwin 11 Feb 1922 in Tom Greene County, Texas. They had 2 children~~Howard Wesley and David Vestal.

They lived in Winters, Runnels County, Texas in 1930. He is listed as an automobile mechanic on the census. On the 1940 census, they lived in Corpus Christi and he worked as a fireman in the oilfield industry. On the 1950 census in Corpus Christi, Ernell was working for the Texas State Highway Department as a mechanic.

A family story says that Waymon Rhea (son of Wayne County Rhea) chanced to meet Albert Earl Rhea's son in Beaumont. The cousins had never met, but were both working as machinists/mechanics for the Texas State Highway Department. Waymon did not remember his cousin's given name, he was mostly called "Pop Rhea" by his fellow employees. Since Ernell worked for the Texas State Highway Department, it is a good chance he is who Waymon met.
