The son of George H. and Caroline (Maxim) Burgess and also the brother of George W. Burgess, who served in Co. G, of the 18th Massachusetts.

Winslow was a 17-year-old farmer from Plymouth, when he enlisted and was mustered into 18th Massachusetts Infantry on Jan. 14, 1862 as a Private in Co. C. He was engaged with his regiment in the 1862 Peninsula Campaign and was wounded at the battle of Second Bull Run on Aug. 30, 1862, where his regiment suffered severly in terms of killed and wounded. He was further engaged with the Regiment at Rappahannock Station on Nov. 7, 1863. Winslow was captured and taken prisoner at the battle of Spottsylvania on June 1, 1864. He was held as a Prisoner of War, first at Andersonville, GA and then at Florence, SC, before being paroled at Charlestown, SC on Dec. 16, 1864. During his captivity he was transferred to the 32nd Mass. Infantry and mustered out of military service with that regiment on June 29, 1865.

Winslow married Ellen C. Babbitt on Jan. 29, 1868, however the marriage ended when they divorced in 1890. He was a member of the Joseph W. Collingwood G.A.R. Post No. 76, Plymouth.

He died at his home in Plymouth on June 20, 1919, and was buried in the Vine Hills Cemetery. His grave, along with 21 members of the Joseph W. Collingwood Post of the Grand Army of the Republic, borders the flag pole in the cemetery.
