He served as supervisor of personnel for the GTE-Sylvania Company (1949 to 1967), was City Councilor of Peabody, Massachusetts (1958 to 1965) and Mayor of Peabody, Massachusetts (1967 to 1978). In 1979, he was elected as a Democrat to the Ninety-sixth Congress and the next six succeeding Congresses until 1993. An unsuccessful candidate for reelection, he retired from public service.
