Leader of the Republican Party in Arkansas.

Son f Gottlieb and Henrietta Bever Remmell, both of whom were born near Cologne, Prussia who brought their family to America during the Russian Revolution of 1848 for fear that the male members of the family would be compelled to join the German standing army.

Harmon attended Fairfield Seminary at Fairfield, New York; taught for one year in schools there; later involved in the lumber business in Indiana; came with his brother Augustus C. Remmel to Newport, Arkansas in 1876 because of the timber there; active in Newport civic affairs.
