Oliver was the son of Judge George Sr. and Ruth Woolcott Harper. His siblings were Elizabeth, infant-unknown, George, and Catherine.
He married Tryphena Stone Dec. 22, 1805. Their children were Alexander Hamilton, George S., Ruth Maria, Charles, unknown daughter, Harriet, John M. and Betsey E.

On the afternoon of the eleventh Mr. Oliver Harper of Windsor, in this county, was robbed and murdered on the public road between Mount Pleasent and Ocquago. Mr. Harper had been down the Delaware river to Philadelphia, with a large quantity of lumber and was returning with a considerable sum of money in his possession. He had arrived within 8 or 10 miles of his house, when he was shot down and robbed by some person or persons unknown.
The deceased was a son of George Harper, Esq. and about 40 years of age. He was an enterprising and industrious citizen and his death will be sincerely mourned by a numerous circle of relatives and friends. His money, the fruit of successful industry, no doubt prompted the commission of this horrible crime.

A young man of the name of Jason Treadwell, has been taken up and committed to jail in Montrose, on suspicion of being the murderer of Mr. Oliver Harper.

Seven years after Jason Treadwell was hung for the murder of Oliver Harper, his brother confessed to the murder. He stated he and Jason conspired for the murder. At the last second, Jason lost his nerve. I grabbed Jason's gun and shot Harper dead.

Mr. Bacon in the presence of Hezekiah Bushnell and others, dipped his finger in the victim's blood and wrote "O.H." on a stone and set it up on the bank, just outside the road, at the same time remarking to his companions that human blood will remain a long time on stone. J. C. Bushnell remembers that stone and the inscription was plainly to be seen for twenty-five years.
